The vast majority of inland waters in Ontario have been designated as purely recreational fisheries. Environmental historians who study human-fish relations have demonstrated the influence of anglers in the establishment of fishing regulations and fisheries management policies that sought to maximize fish resources for sport fishing and fishing tourism. To achieve this goal, aquaculture programs were conducted throughout Ontario that artificially reared fish and planted them in lakes. For over a century, from approximately 1860-1960, Ontario relied on aquaculture as a blanket solution to all fishery problems. Over the past fifty years, fisheries science has questioned the ecological benefits of stocking programs. Stocking efforts in the province have been drastically reduced since the 1960s but have continued largely because of grass root initiatives from concerned anglers. Lake Ahmic is home to a small cottage community based out of the village of Magnetawan. The lake has been stocked with a variety of fish species for over a hundred years. In addition to this, several species have been accidentally introduced to Lake Ahmic altering its ecological balance. Between 1987 and 2006, a local angling organization was responsible for initiating and running a walleye-stocking program on Lake Ahmic. In 2006, to the disappointment of the local anglers and greater Magnetawan community, the Ontario Ministry of Natural Resources canceled the stocking program. At the root of the discord between the community and the government is a century long history of efforts to engineer a desirable nature at Lake Ahmic, as well as shifting ideas of what this desirable nature is, and the role that science should play in bringing it about. I argue that a century of stocking fish on Lake Ahmic has reified the practice into the community’s conservation ethos. The environmental history of Lake Ahmic adds insight into the social and political tensions that have arisen as a result of the cancelation of the stocking program.

La grande majorité des eaux intérieures de l'Ontario a été désignée pour la pêche purement récréative. Les historiens de l'environnement qui étudient les relations entre l'homme et le poisson ont démontré l'influence des pêcheurs à la ligne dans l’établissement de règlements et de politiques de gestion des pêches qui visent à maximiser les ressources en poissons au profit de la pêche sportive et du tourisme l’entourant. Pour atteindre cet objectif, des programmes d'aquaculture ont été conduits partout en Ontario pour élever des poissons et les implanter par la suite dans les lacs. Depuis plus d'un siècle, des années 1860 aux environs des années 1960, l'Ontario s'est appuyé sur l'aquaculture comme une solution globale à tous les problèmes de la pêche. Au cours des cinquante dernières années, la science de la pêche a mis en doute les avantages écologiques des programmes d'empoissonnement. Les efforts de repeuplement dans la province ont considérablement diminué depuis les années 1960, mais ont continué en grande partie grâce à l’initiative d’une base de pêcheurs à la ligne concernés par la question. Lac Ahmic est le siège d’un groupe de chalets faisant partie du village de Magnetawan. Le lac a été rempli d'une variété d'espèces de poissons au cours des cents dernières années. Plusieurs espèces ont été accidentellement introduites dans le lac Ahmic, modifiant son équilibre écologique. Entre 1987 et 2006, une organisation locale de pêche était responsable du lancement et de l'exécution d'un programme de repeuplement du doré jaune dans le lac Ahmic. En 2006, à la grande déception des pêcheurs locaux et de la communauté de Magnetawan, le ministère des Ressources naturelles de l'Ontario a annulé le programme d'empoissonnement. À l'origine de la discorde entre la communauté et le gouvernement se trouve une histoire séculaire marquée de divers éléments, dont les efforts pour concevoir au lac Ahmic une nature ‘enviable’, les idées changeantes sur la teneur de cette nature ‘enviable’, et le rôle que la science devait jouer dans sa réalisation. Je soutiens qu’un siècle d'empoissonnement au lac Ahmic a réifié cette pratique dans l’ethos de conservation de la communauté. L'histoire environnementale du lac Ahmic ouvre une fenêtre sur les tensions sociales et politiques qui ont surgi à la suite de l'annulation du programme d'empoissonnement.

In the 1970s a worldwide energy crisis wracked Canada. Searching for ways to provide energy for Canada’s future, the Canadian government encouraged the development of a new technology: solar heating. The political and economic needs of the Trudeau government and Department of Energy, Mines, and Resources dominated the Canadian solar heating industry from its inception in 1978 until its demise in 1983. Partisan politics, however, were not the only important influence on solar energy in Canada. Technologies of simulation and prediction, as well as the Canadian government’s adherence to the ideology of objectivity, also shaped the history of solar heating in Canada. By analyzing the role of simulation, “objectivity,” and political power in the rise and fall of the solar industry, this essay hopes to illuminate the importance of government in the Canadian history of technology and begin to provide a history of Canadian solar technology and industry.

Au cours des années soixante-dix, une crise mondiale de l’énergie fracasse le Canada. À la recherche de moyens de subvenir aux besoins énergétiques du pays, le gouvernement canadien encourage le développement d'une nouvelle technologie : le chauffage à l'énergie solaire. Les besoins économiques et politiques du gouvernement Trudeau et du Département de l’Énergie, des Mines et des Ressources, dominent l'industrie du chauffage solaire canadien de sa conception en 1978 jusqu’à sa disparition en 1983. La politique partisane n'est toutefois pas la seule source d’influence sur l'énergie solaire au Canada. Les technologies de simulation et de prédiction, ainsi que l'adhésion du gouvernement canadien à l'idéologie d’objectivité, ont aussi influencé l'histoire du chauffage à l'énergie solaire au Canada. Cette analyse du rôle de la simulation, de « l'objectivité », et du pouvoir politique dans l'essor et le déclin de l'industrie solaire vise à démontrer l'importance du gouvernement dans l'histoire canadienne de la technologie, et également à fournir une histoire de l'industrie de la technologie solaire canadienne.

In General Haldimand’s little-studied administration of Quebec during the American Revolutionary War, military strategy depended upon gathering information about the natural environment. Haldimand preserved Quebec for the British not by force, but by applying continental modes of territorial domination. Rather than secure the St. Lawrence Valley in an intimidating show of military force, Haldimand sought to secure the vitality of the fur trade along the Great Lakes corridor. This endeavor required Haldimand to look for the natural laws that created unity out of the social and geographic territory he had to defend, and to protect the most vital links: the economic currents and the transportation system. Thus, the Royal Engineers took precedence over other military officers as they collected a large body of information about the natural environment of the Great Lakes region. They drew maps, sounded bodies of water, and made meteorological observations, turning pleasant bays into safe harbors. The knowledge gathered replaced Mississaugan perspectives of the land, revised French information and set the agenda for Loyalist settlement in the region. This paper however, focuses upon Haldimand’s role in applying continental attitudes towards the landscape that helped solidify the link between natural history and imperialism of late-18th century Britain.

Sous l’administration peu étudiée du Général Haldimand qui dirige les destinées de la province de Québec au cours de la Guerre d'Indépendance américaine, la stratégie militaire dépend de la collecte d’informations sur l'environnement naturel. Haldimand préseve la province pour les Britanniques non par la force, mais par l'application de modes continentaux de domination territoriale. Plutôt que de sécuriser la vallée du Saint-Laurent par une démonstration intimidante de force militaire, Haldimand cherche à assurer la vitalité du commerce des fourrures le long du corridor des Grands Lacs. Cette entreprise nécessite qu’Haldimand cherche les lois naturelles pouvant créer l'unité à partir du territoire social et géographique qu'il a à défendre, et également qu’il protège le lien le plus vital: les circuits économiques et le système de transport. À cet égard, les Royal Engineers obtiennent préséance sur les autres officiers de l'armée comme ils ont à recueillir une grande quantité d'informations sur l'environnement naturel de la région des Grands Lacs. This article examines the Ontario Provincial Board of Health and its efforts to educate the public on disease and health through visual display. From 1908 to 1929, this government body put on various tuberculosis and public health exhibits that toured the province in a railway car and reached thousands of visitors annually at the Canadian National Exhibition. Throughout this period, officials went from putting an ad-hoc mix of materials on display to designing a sophisticated, dynamic exhibit that attracted thousands of visitors and was one of the most popular spaces on the CNE grounds. Drawing on the later work of Michel Foucault, I argue that the exhibition can be seen as a device of governmentality. Through this highly constructed space, the Board attempted to cultivate a reflexive and self-watching individual who would regulate his/her own behaviour according to certain hygienic standards and, in turn, demand the same conduct of others.

Cet article traite de l’Ontario Provincial Board of Health, et plus particulièrement de ses efforts pour éduquer le public sur la maladie et la santé grâce à des démonstrations visuelles. De 1908 à 1929, cet organisme gouvernemental a monté des expositions diverses sur la tuberculose et la santé publique qui ont parcouru la province dans une voiture de chemin de fer et qui ont aussi atteint des milliers de visiteurs chaque année à l'Exposition Nationale Canadienne (ENC). Au cours de cette période, les officiels du Board sont passés de la mise en place d’exposition contenant un mélange ad hoc de matériel à la conception d'expositions sophistiquées, dynamiques qui attirent des milliers de visiteurs et qui constituent un des espaces les plus populaires sur les terrains de l’ENC. S'appuyant sur les travaux tardifs de Michel Foucault, je soutiens que l'exposition peut être considérée comme un dispositif de gouvernementalité. Grâce à cet espace très construit, le Board a tenté de cultiver un individu réflexif et ‘auto-observateur’ qui réglerait son propre comportement selon certines normes d'hygiène, et exigerait en retour un comportement semblable des autres.
