With the start of the Second World War, the University of Toronto's Faculty of Applied Science and Engineering embarked on an unprecedented expansion that would eventually lead it to a wartime boomtown forty kilometers to the east of its downtown campus. For three and a half years after the war, returned men and women studied engineering in the converted barracks and buildings of the Ajax shell-filling plant. The stage for the postwar engineering boom, common to many Canadian universities, and especially Toronto's, was set during this time, and some of engineering's more enduring traditions at the University of Toronto may have been reinforced by the forced seclusion of the Ajax engineers as well as by the special treatment accorded to the overwhelmingly male veterans by the faculty and staff. In many ways, the story of Ajax Division is pivotal to understanding the training of engineers at the University of Toronto since the Second World War.

By the latter part of the nineteenth century there was considerable concern in Ontario regarding the loss of forests, as a result of land clearing for agriculture and the harvesting of timber. In response, the provincial government established a department known as the Clerk of Forestry, charged with ensuring a perpetual supply of timber resources and revenues. This department instituted a variety of educational and reforestation initiatives, such as Arbor Day, and the Ontario Tree Planting Act (1883). These initiatives were justified in terms of the supposed effects of forest clearing on the local climate and agricultural productivity. However, their effectiveness was limited by the continuing priority attached to private property rights, doubts concerning the relation between forest loss, climate, and productivity, and a long-standing antagonism towards nature and forests. These issues are examined both in Ontario as a whole, and through a case study of Essex County.

La déforestation devint une préoccupation en Ontario au cours de la seconde moitié du dix-neuvième siècle, suite au défrichage résultant des besoins de l’agriculture et de l’industrie du bois d’oeuvre. Le gouvernement provincial institua un ministère des forêts chargé d’assurer la pérennité des ressources en bois et des revenus s’y rattachant, et ce dernier implanta plusieurs initiatives éducatives et de reboisement, tels Arbor Day et l’Ontario Tree Planting Act (1883). Ces mesures étaient justifiées par les effets attendus du déboisement sur le climat local et sur la productivité agricole, mais leur efficacité s’est vue limitée par la priorité accordée aux droits de propriété privée, par les doutes sur l’existence d’un lien entre déforestation, climat et productivité, et par un antagonisme de longue date envers la nature et les forêts. Ces enjeux sont examinés ici à l’échelle de la province ontarienne et par le biais d’une étude de cas du comté d’Essex.

Le réseau de ceux qui introduisent et font circuler les idées statistiques au Canada est au contraire constitué de ce qu’on pourrait appeler, par opposition aux futurs statisticiens d’État, des « gentlemen-statisticiens ». Pendant quelques décennies, on verra se développer un genre nouveau, le statistical account ou tableau statistique, un certain nombre de débats dans lesquels les propositions fondées sur le chiffre occupent une place importante, ainsi qu’une série d’outils cognitifs autorisant de nouvelles formes de description et de comparaison. L’émergence d’un public éclairé ayant compétence à lire et à juger les nombres, la publicité des statistiques, qu’elles émanent de sources officielles ou privées, et le recours aux arguments à caractère statistique dans le discours politique public constituent trois facettes de cette « révolution des nombres ».

By contrast with those of France or of 18th-century Germany, early 19th-century Canadian statistics are not "a description of the State, by and for itself". On the contrary, there stands, between the "golden age" of French regime censuses and the birth of a true statistical system at the time of Confederation, a moment during which statistics is a description of the country, not by and for the State, but by others and for others than the State. The network of those who introduce and disseminate statistical ideas is then largely composed of "gentlemen statisticians", as opposed to government statisticians, a not yet existent species. During a few decades, the new genre of statistical account emerges, as well as debates within which numerical arguments play an important part, and a series of new cognitive tools which allow for new forms of description and comparison. The emergence of an enlightened public able to interpret and assess numbers, the publicity of statistics, be they from government or private sources, and the reliance of public political discourse on statistical arguments are three aspects of this "numbers revolution".

The Conservation Commission of Canada (CCC) was formed in 1909 as an advisory body to Liberal Prime Minister Wilfrid Laurier. It was divided into eight committees, each of which dealt with the management of a specific natural resource. The Committee on Lands (CL) was composed of members who were unable to accept or understand the changes in contemporary agriculture as it moved into the twentieth century. Dr. James Robertson, chair of the CL, was a staunch agrarian romantic, who believed that the most important attribute of agriculture was the moral, individual and spiritual benefit which it conveyed to the individual. The recommendations and projects of the CL were inappropriate and often outdated and redundant. Their endeavours were noted and appreciated by farmers, but their work had no lasting effect on agriculture in Ontario. The official concept of 'conservation', defined by the CCC, was based on efficient management of Canadian natural resources, including the soil. In reality, the CL interpreted conservation to mean the preservation of a vanishing rural lifestyle.

Le Dr. James Robertson, président du CT, était un romantique fidèle aux valeurs de la terre, convaincu des bénéfices moraux, individuels et spirituels qu’elle apportait. Les recommandations et projets du CT étaient souvent inappropriés, mal adaptés à leur époque ou redondants. Les efforts de ses membres furent appréciés par les fermiers, mais leur travail n’a eu aucun effet durable sur l’agriculture ontarienne. Le concept officiel de « conservation », tel que défini par la CCC, se fondait sur la gestion efficace des ressources naturelles canadiennes, incluant la terre, mais fut en fait interprété par le CT comme un moyen de préserver le mode de vie agricole en voie de disparition.
